Biography

Rob Palmer is the Acting Deputy Executive Director of the Enterprise Systems Development Office (ESDO) within the Office of the Chief Information Officer, Department of Homeland Security.  OCIO’s Enterprise System Development Office provides the planning and delivery of secure, high-quality enterprise application services for DHS customers through implementing a customer-centric business model for the efficient delivery of enterprise IT services.

Previously, Mr. Palmer served as Director of the Information Assurance Division (IAD) within ESDO leading a team dedicated to continually supporting the rapidly changing information landscape through applying a holistic approach to security assessment and risk management enabling the delivery of flexible and innovative IT services. Mr. Palmer has also spent several years in the area of Security Operations Center (SOC) analysis, consulting and program management with the Army, the Missile Defense Agency, and DHS TSA.

Mr. Palmer has more than 15 years of program and project management experience, over 10 focused in IT and IT Security.  Along with being a Certified Acquisition Professional (CAP) in Program Management Level III and Contracting Officers Representative (COR), he has also achieved a Masters Certificate in Project Management with a concentration in IT Project Management from The George Washington University.
