Biography

Mr. Naylor is the Senior Cyber Advisor to the Director, DSS and Deputy Director for CounterIntelligence including Cyber Operations.  Mr. Naylor is responsible for executing DSS’ Cyber operations in the National Industrial Security Program.  He joined the Defense Security Service in September 2011 as the Ch, CyberSecurity Division.

Mr. Naylor is the recipient of the 2015 Symantec-Government Cyber Award (Federal – Defense/Intelligence). Each year, these Cyber Awards recognize individuals who exemplify excellence in government cyber security through contributions to programs that protect data and systems.  Mr. Naylor also led the DSS cyber team to the DoD’s 2013 CounterIntelligence Functional Services Team of the year and the Agency’s 2016 Excellence in Innovation awards.

Prior to his DSS appointment, he was the Deputy Director, Communications, Computers, Architectures and Chief Information Officer, USCYBER COMMAND.

Mr. Naylor had a distinguished military career, serving in a variety of organizations, to include: US Space Command, the Office of Special Investigations, US Special Operations Command and Air Education & Training Command. Mr. Naylor was twice selected to command and was a numbered Air Force Vice-Commander.  He is the recipient of numerous military decorations, including the Defense Superior Service Medal and the Legion of Merit (w/1OLC).

Mr. Naylor received a Bachelor’s degree from University of Tennessee in Computer Science, a Master’s degree from Troy State University in Human Resources Management and a Master’s Degree from University of Colorado in Computer Science.  He is also a graduate of Harvard’s senior executive program.
